Changes

The February 2026 Parliamentary Election was the first following the passing of the Senate Expansion (Capital Representation) Act and the Land Use and Construction Planning Act also known as the Land Act.

The Senate Expansion (Capital Representation) Act created two Senate seats for each contributing person in the Capital. At the time of the election only _Travis and MattDB had contributed to The Capital and thus four seats were added. The size of the Senate representing the regions remained at 100.

The Land Act changed the proportionality of the Senate by imposing new rules on the Apportionment Committee, a Special Committee of the Senate which decides the relative populations of each region and its representation in the Senate. Firstly, existing rewards for quality factors were increased from a maximum of 125% to 200%. Secondly, which buildings could be counted in the apportionment decision were restricted based on completeness.

As well as this, in its February 2026 decision the Apportionment Committee voted to apply a reward for regions whose average floor counts were beneath five to remove disincentives on building low-rise style constructions which was deemed as unfair and in violation of the rights of regions to determine their own culture and characteristics. This affected only Naughte and Genevensis which had a reward of 179.2% applied.
