The United Republic (U.R.) is a semi-presidential federal republic, with the President of the United Republic serving as the head of state, and the Prime Minister serving as the head of government and chairperson of the Council of Ministers.

### President of the United Republic

The current President of the United Republic is jmvvana. Presently, the President is appointed by the Electoral College. Previously, the President has been elected or appointed by the United Republic board of directors. Since the formation of the Third Republic in 2023, the President has taken more of a ceremonial role acting on the advice of the Prime Minister and Cabinet.

### Prime Minister of the United Republic

The current Prime Minister of the United Republic is jmvvana. The Prime Minister of the United Republic is the head of government and is appointed by the President with the confidence of Congress. Originally, the Prime Minister was the head of state and of government of the United Republic but has since evolved to only comprise the head of Government. Since the formation of the Third Republic in 2023, the Prime Minister makes the day-to-day political decisions and makes advice to the President directly or through Cabinet.

#### Vice President of the United Republic

The Office of Vice President of the United Republic existed from 2020 to 2023 as part of the United Republic of Corallium. The only officeholder was Andre\_Dre1984.

#### Deputy Prime Minister of the United Republic

The Office of Deputy Prime Minister of the United Republic existed from 2018 to 2019 as part of the First Republic. Phantom666999/Generalissimo12/TownStat held the office on two separate occasions from 18 November 2018 - 28 April 2019, and 6 May 2019 - 18 May 2019.

### Council of Ministers (Cabinet)

Currently, the Council of Ministers is the United Republic's equivalent to the cabinet in other executive structures. Ministers in the Council are appointed by the President, and report to the Prime Minister. Ministers may be assigned portfolios or serve in a general capacity without a particular ministerial focus. There is no confirmation process for Council appointments, but instead all Ministers serve at the pleasure of the President. #### Cabinet of the First Republic

The Cabinet of the United Republic existed in various forms from 2018 to 2020. When the United Republic was founded, the Cabinet was appointed by the Prime Minister. The Cabinet was usually small and only contained the Prime Minister, Deputy Prime Minister, and one or two select appointments.

In June 2019, the Cabinet was elected for the first time. Cavemaker, marshy\_88, and Wolfyyyyyyyy were elected. This elected Cabinet approved the Constitution of the United Republic act 2019, and the Elections Act 2019. Wolfyyyyyyyy was removed from Cabinet for inactivity, and a by-election was scheduled for July 2019. This election did not occur, and President \_Travis abolished the elected Cabinet on 18 July 2019. The elected Cabinet was replaced by an appointed one, which contained \_Travis, Cavemaker, and marshy\_88. In November \_ColinH was appointed to Cabinet so that he would be able to serve as the President.

#### Cabinet of the United Republic of Corallium

In Cabinet of Corallium was a small body appointed by the President. Cabinet members were responsible for a particular government agency which was prescribed in law.

### Congress

The Congress of the United Republic comprises the Chamber of the States and the Chamber of the people, akin to the Senate and House of Representatives (or deputies) in other countries. Each state is allocated one senator, which is filled by the governor or whomever the governor chooses to appoint. Each citizen of the United Republic is afforded a vote in the chamber of the people. Currently, as there is no citizenship infrastructure, only the Chamber of the States is functional.

Congress votes to discuss, debate, and vote on measures proposed by the members or the government, or to discuss matters of state or importance. It also serves as an important forum where both citizens and states can be represented and included in decision making.

#### President of the Chamber of the States

The President of the Chamber of the States is the presiding officer over the Chamber of the States and fills a role similar to the President Pro-Tempore of the United States Senate. They are elected at the start of each legislative session.

Political parties have existed for most of the United Republic's history. Despite existing, they have never been a significant part of the politics of the United Republic. The current ruling party is the [Neoliberal Peoples' Action Front](https://portal.projectcitybuild.com/books/political-parties/page/neoliberal-peoples-action-front "Neoliberal People's Action Front") (NPAF), led by MattDB.

A minor party in the government is the [Labor Party of the United Republic](https://portal.projectcitybuild.com/books/political-parties/page/labor-party-of-the-united-republic "Labor Party of the United Republic"), led by former President \_Travis.

In the past, many political parties have existed. The most prominent parties were the Social Democratic Party (SDP) existing from 2018-2019, the National Party (NP) existing in 2019, and the Democratic Party (DP) existing in 2019.

# History of the United Republic

The United Republic is the longest-lived extant nation in the Creative 1.15 map. It traces its roots to the Creative 1.12 map, when it was founded in late 2018. Since its founding, the United Republic has existed in three republics. The First Republic (2018-2020), the Second Republic also known as Corallium (2020-2023), and the Third Republic (2023 -).

#### Summary

The United Republic was founded on 18 November 2018 by \_Travis and Phantom666999. The foundational states were Norwood and Vale led by the two founders respectively. Norwood served as the first capital. Government offices and Parliament was erected in Norwood by \_Travis. The United Republic lay dormant between December 2018 and March 2019, but returned to activity upon the return of \_Travis to Project City Build in March 2019. In its early stages the United Republic was a parliamentary republic, with the Prime Minister serving as the head of government and head of state. It was not until May 2019 when Prime Minister \_Travis decided to reform the structure of the government, introducing the office of President and scheduling Presidential and Parliamentary elections.

The Presidential election process in May 2019 was cancelled, and on 5 May \_Travis announced the end of the United Republic Government. Shortly after, on 9 May \_Travis announced that the United Republic Government would be re-established with himself as the President, and a cabinet to make all of the key decisions. Cavemaker would serve as the Prime Minister. Elections for Cabinet were scheduled for early June, and Cavemaker, marshy\_88 and Wolfyyyyyyyy were elected. The Constitution of the United Republic Act 2019 was passed, which formalised the government arrangements. While a by-election was called to replace Wolfyyyyyyyy who was voted out of cabinet due to inactivity, the election never occurred and President \_Travis dissolved cabinet and disestablished the constitution. The Cabinet would be appointed by the President, and Cavemaker and marshy\_88 would continue as cabinet ministers.

Around this time on 16 July, CGH\_2005 (later \_ColinH) withdrew Espen and Usonia state to form the Padaic Republic (Pada). Shortly after MattDB withdrew his state of Port Hylan to join Pada. marshy\_88 withdrew his city of Beechwood and formed the state of Balboa in the United Republic. Relations between the United Republic and Pada were hostile during this period. The Southern Marshia dispute and blocking of the waterways around Port Hylan and Beechwood were the cause of a significant level of tensions. Negotiated settlements were made, and a tentative peace was established with the construction of a United Republic embassy in Illemont (the then capital of Pada), and the construction of the Union bridge linking Pada and Oxford, Balboa.

President \_Travis grew inactive and took a sabbatical in September 2019, where marshy\_88 replaced him as the President. Nine days later, \_Travis resumed the Presidency. Later, in November 2019 \_Travis formally resigned as President and appointed \_ColinH to Cabinet and the office of President. \_ColinH would serve as the President of the United Republic from this time to the end of the Creative 1.12 map. The United Republic would not be re-established on the new creative map in March 2020, but would instead lay dormant. In December 2020, with the election of MattDB (at the time NoMalarkey) as President of Corallium, the United Republic would merge with Corallium forming the [United Republic of Corallium](https://portal.projectcitybuild.com/books/nations-of-115/page/corallium "Corallium"), and the Second Republic.

MattDB served as the President of Corallium from December 2020 until June 2023, when Corallium was reformed into the Third Republic. President \_Travis took a step back and served MattDB's administration as the Secretary of State, Attorney-General, and Presidential transition manager. The Corallish government at this time was organised and a cabinet was appointed with \_Travis, former Corallish President jmvvana and buns100. These arrangements lasted until January 2021, where \_Travis resigned from Cabinet. Jmvvana was replaced by Admiral buns100 as Secretary of Defense. \_Travis withdrew from Corallium and focused on his city of [Cape Moss](https://portal.projectcitybuild.com/books/player-builds/page/city-of-cape-moss "City of Cape Moss").

In June 2023, \_Travis returned to Project City Build after a period of semi-inactivity. Construction was started on his new project of Ellington. MattDB, still the President of Corallium, made an offer to \_Travis to re-form the United Republic with the old flag and with \_Travis as the President. This offer was accepted, and thus the Third Republic was formed on 22 June 2023. Ellington state led by \_Travis, and Usonia state led by MattDB formed the foundation states of the Third Republic. Shortly after, on 11 August 2023 the former holdings of Corallium in the Coral Sea joined the Third Republic as the state of Corallium. Corallium state would later be split into Prima, Saloméa, Albadia, and Zydville. Cape Moss did not join the Third Republic, and still exists as an independent [nation](https://portal.projectcitybuild.com/books/nations-of-115/page/cape-moss-nation "Cape Moss (Nation)").

In January 2024, former Corallish President and Lucite Leader jmvvana again became active on Project City Build. An agreement was made where jmvvana would join the United Republic and replace MattDB as the Prime Minister. On 13 January 2024, jmvvana was appointed as the Prime Minister and the Commonwealth of Concord was admitted to the United Republic.

The December 2020 [United Republic of Corallium](https://portal.projectcitybuild.com/books/nations-of-115/page/corallium "Corallium") presidential election was the second election to occur in Corallium. Incumbent President jmvvana stood as a candidate for both President and Prime Minister, incumbent Prime Minister NoMalarkey (also known as MattDB) stood as a candidate for President, and Andre\_Dre stood as a candidate for Prime Minister.

MattDB and Andre\_Dre were elected to the offices of President and Prime Minister. The incoming administration chose to change the title of Prime Minsiter to Vice President. Both were inaugrated in a ceremony in Antilles (now Prima) on December 19, 2020.

During the Presidential transition, NoMalarkey named \_Travis as the transition manager.
